Ramesh Ponnuru: A Conservative Plan To Strengthen Families, Post-Roe

Conservatives who want an economic policy that supports parents have long been a minority faction within the Republican Party.

In 2017, when Republicans were in the process of passing a tax reform, Sens. Marco Rubio of Florida and Mike Lee of Utah proposed that the bill cut corporate tax rates a bit less and expand the tax credit for children a bit more. The Donald Trump administration came out against the move, and most Republican senators voted it down. (Most Democrats voted no, too, because they disliked the bill overall and wanted to make it as unattractive to voters as possible.)

But the tide among Republicans may be turning. Three senators — Mitt Romney of Utah, Richard Burr of North Carolina and Steve Daines of Montana — have just proposed a new child benefit. It would give parents $700 per month starting halfway through pregnancy, $350 per month for children aged zero to 5 and $250 a month for children ages 6 to 17.

It’s a new version of a Romney proposal from last year, and one that is well-timed for the expected reversal of the federal right to abortion.

Like the previous version, the proposal would also reform the earned-income tax credit. That’s a subsidy to low-wage workers that encourages them to join and stay in the labor force. The proposal would change it in various ways.

Most notably, recipients would no longer receive a smaller benefit if they get married. The proposal calls for paying for all these changes by eliminating the tax deduction for state and local taxes. Many taxpayers who currently claim that itemized deduction would, however, either come out ahead or at least cut their losses because they have children, even if they live in high-tax states.

In addition to helping parents, the new benefit would cut child poverty rates. It would also reduce something else: the longstanding gap between the number of children that Americans say they want and the number they have.

This proposal is not going to become law soon. But there are four reasons to think it is going to get a better reception from Republicans than similar ideas have in the past.

 

The first is that Romney and his staff addressed conservatives’ strongest objections to the previous version of the plan.

Those critics worried that Romney’s proposal would reduce the incentive to work among low-income people.

The new plan requires that households make $10,000 in income to receive the full benefit. It also keeps the Temporary Assistance to Needy Families program, which includes a work requirement, instead of getting rid of it as the old one did. The new plan is pro-work as well as pro-parent and pro-marriage.

Conservatives of a libertarian bent, who oppose government aid to parents even when no strings are attached, will still object. But conservatives who don’t object to such aid in principle should come aboard.

 

Second, the Republican Party is changing.

It sees itself as a working-class party more than a party of professionals. The old orthodoxies of the party are up for grabs, including the notion that economic policy should aim first and foremost at liberating entrepreneurs and reducing the tax burden on high earners.

 

Third, social conservatives have decided to get involved in policy disputes beyond the old portfolio of abortion, same-sex marriage, school prayer and school choice.

Fifteen years ago, I made the case for pro-family tax reform to a group of them. The audience was polite, even enthusiastic, but afterward the group’s leaders suggested they would stay in their accustomed lane. The Romney-Burr-Daines idea has the endorsement of every social-conservative organization you can think of.

That includes groups that work primarily to stop abortion, such as Susan B. Anthony Pro-Life America and the National Right to Life Committee.

 

Which brings us to the fourth development: the demise of Roe v. Wade.

For years, supporters of legal abortion have accused opponents of favoring life only until birth, and then doing nothing to help mothers and children afterward. Now that legislators are going to have the power to set policy on abortion, what had been a debater’s point is becoming a real political and moral challenge.

The new Republican bill is a partial response. Parents would be eligible for the benefit halfway through a pregnancy. And it’s no coincidence that co-sponsor Daines is the head of the Senate Pro-Life Caucus.

 

Republicans may be starting to realize that a practical anti-abortion agenda has to include policies that make raising children a viable proposition for more people, and to develop an agenda that addresses the economic, and not just the moral, dimensions of family life. Not a moment too soon.

After determining the matter was within the jurisdiction of El Paso County, detectives from the Sheriff’s Office attended the scene to investigate.

Dylan Cease admitted Monday he sometimes thinks about his chances of winning the American League Cy Young Award during his breakout season.

Chalk it up to the joy of youth?

“Old guys think about it too,” Justin Verlander said with a laugh. “It’s very natural.”

Cease, the 26-year-old Chicago White Sox ace, faces Verlander, the 39-year-old Cy Young favorite, on Tuesday night at Guaranteed Rate Field in the second game of a key series between the Sox and Houston Astros.

Monday’s 4-2, come-from-behind Sox victory was an appetizer for the main course, and both starters seemed primed for the showdown.

“Two guys having good years, and it’ll be fun,” Verlander said. “I don’t think you get a lot of moments where you get two guys having great years like this matchup. Things have to align, so it’s very exciting.”

The game has changed so much over the years, with starters getting lifted even after six or seven no-hit innings and front-office executives game-planning the pitching moves with the manager hours before the first pitch.

Whether it’s better or worse for the game is in the eye of the beholder. To some of us dinosaurs, turning the game over to anonymous relievers is never as fun as watching two dominant pitchers trying to outduel each other for nine innings, even if their stuff isn’t quite as good as it was the first time through the order.

But that’s irrelevant now. Baseball never will go back to the days when a starter throwing well wouldn’t give up the ball unless it was pried out of his hand. Analytics have turned managers into drones. “Five and dive” has been replaced with “five and survive.”

All we can do is appreciate the rare occasions when two dominant starters go head-to-head in a regular-season game — and hope the managers understand this is entertainment. Many fans want to see which pitcher comes out on top, not which one gives his team a chance to win with 85 pitches.

Tony La Russa and Dusty Baker are the kind of old-school managers one might think would give their starters a little more leeway in a marquee matchup such as Verlander-Cease. We’ll see.

They’re also new-school thinkers when it comes to ensuring their aces are still healthy and durable come October, so don’t expect a return to the days when pitch counts were thrown out the window.

Still, Baker knows it’s something the game needs.

“I was thinking about it today,” he said. “This is like when I was a kid — (Sandy) Koufax and Juan Marichal, or Don Drysdale and Gaylord Perry, Ferguson Jenkins and Bob Gibson. These are classic, classic (matchups). I remember when Don Sutton on our team (the Los Angeles Dodgers) was facing Nolan Ryan.

“I’m going to have to really be careful and make sure I don’t spectate and manage. Because if I was at home, I’d get me a bowl of popcorn and some beer and the only time I’d leave would be if there was a commercial or it was between innings because that’s a classic (matchup).”

Baker said the reason there aren’t more classic matchups is there were fewer teams back in the day, and four-man rotations made it likelier that two No. 1s might go head-to-head.

While that’s true, there’s also a lack of star power when it comes to starting pitchers. There are many well-paid starters but few must-see pitchers like Verlander, Max Scherzer and Clayton Kershaw.

Cease may be on his way — as evidenced by his record streak of 14 consecutive starts allowing one or no earned runs — but he’ll have to prove himself for a few more years to reach that status.

Can he imagine himself pitching at Verlander’s age?

“I haven’t even thought about it,” he said. “It’s hard to fathom, but I guess he and Scherzer are showing that if you take care of yourself, there’s no reason why your (velocity) or anything has to dip. Guys like that are making it easier to picture for sure.”

Cease revealed himself Monday to be the Sox’s poet laureate. He unveiled a poem he wrote about his slider called “O Slider Slide” and had the team distribute T-shirts with the verses on the back. A sampling:

“O slider slide o’ slider slide.

“In the strike zone indeed a win is implied.”

Well, Dylan Thomas had to start somewhere, and he probably couldn’t even throw a slider. You have to give Cease credit for putting himself out there.

Matchup aside, this is a huge series for the Sox, who were taken apart by these same Astros in October in the AL Division Series and have yet to recover.

Baker pointed to the Sox injuries, saying, “It’s not the uniform, it’s the person in the uniform.”

“If I’m playing my first team against your second team, over the long run I’m going to win most of the time and you’re going to lose most of the time,” he said.

The Sox greeted the Astros by playing “Bang the Drum All Day” during the introduction of the Houston lineup, a shot at their sign-stealing past. The Astros responded by hitting Sox starter Johnny Cueto hard in a two-run first inning, aided by a Josh Harrison error.

Cueto settled down and didn’t give up another run through the eighth, allowing the Sox to rally with four runs in the bottom of the eighth.

Maybe the scoreboard guys should’ve played “Golden Slumbers” for the Sox, who have been asleep at the wheel much of the season. The Astros, meanwhile, haven’t had any problems getting up for games, even with a sizable lead in the AL West.

“We expect guys to be their best version of themselves, and we all hold each other accountable,” Verlander said.

Baker said not to count the Sox out.

“They’re in a good division to be where they are,” he said. “I remember when Tony La Russa won 83 games and won the World Series (with the 2006 St. Louis Cardinals).”

So does La Russa.

“I know he does,” Baker said. “You just want to get in the dance. Our job is to stop them from getting in the dance.”

“Disclosure of the government affidavit at this stage would also likely impede future cooperation of witnesses whose assistance may be sought as this investigation progresses, as well as in other high-profile investigations,” wrote the Department of Justice. “The fact that this investigation involves highly classified documents further underscores the need to protect the integrity of the investigation and exacerbates the potential harm if information is released to the public prematurely or inappropriately.”

Media organizations, including CNN, had demanded that the affidavit be unsealed after the search last week at Trump’s Palm Beach, Fla., club and residence.

Thursday’s hearing announcement came hours before two people briefed on the matter told CNN that the FBI interviewed former White House attorney Pat Cipollone and his former deputy Patrick Philbin earlier this year. as part of the investigation into federal records brought to Trump’s home in Palm Beach. .

The two are the most senior Trump officials questioned in what is now a criminal investigation into possible mishandling of classified information and obstruction. The couple are among a group of former Trump aides the FBI interviewed after the criminal investigation began this spring, those briefed on the matter said.

The DOJ gave details in the affidavit that lay out the argument investigators made to Federal Magistrate Judge Bruce Reinhart explaining probable cause that he had to search Trump’s Mar-a-Lago estate last week. The search, documents say, was an evidence-gathering step in a national security investigation into presidential records at Mar-a-Lago. Trump owns the sprawling estate, and it is his primary residence as well as a members-only club and resort.

The FBI recovered 11 sets of classified documents during its search, including some documents marked as “top secret/SCI” – one of the highest classification levels, according to search warrant documents released on Friday .

The FBI returned three passports to Trump’s lawyers after they were inadvertently seized during the search last week. The FBI said Monday night in response to questions about passports that it follows established procedures authorized by the courts and returns items not needed for law enforcement purposes.

The statement came after comments from Trump on his social media platform that the FBI had “stolen” three of his passports during the search of his Mar-a-Lago property.

Trump’s social media post came hours after the Justice Department informed its attorneys that an FBI team had seized the passports and they were being returned, according to an email posted to social media. by a Trump spokesperson.

“In executing search warrants, the FBI follows court-ordered search and seizure procedures and then releases items that do not need to be retained for law enforcement purposes” , the FBI said in a statement.

During an appearance on Fox Monday night, Trump’s attorney, Lindsey Halligan, just said investigators have already returned the passports. “They gave them to his lawyers today, so he’ll have them soon,” Halligan told Fox’s Sean Hannity.
