FHA Repair And Inspection Requirements

In December, 2005 HUD announced changes to the types of repairs and inspections it requires for residential properties. According to HUD:

“In a continuing effort to reform and standardize its appraisal requirements,

FHA has shifted from its historical emphasis on the repair of minor property

deficiencies and now only requires repairs for those property conditions that

rise above the level of cosmetic defects, minor defects or normal wear and

tear. FHA Roster Appraisers are reminded to report all readily observable

property deficiencies, as well as any adverse conditions discovered performing

the research involved in completing the appraisal, within the appraisal

reporting form.

“Lenders should use professional judgment and rely upon

prudent underwriting practices in determining when a property condition poses

a threat to the safety of an occupant and/or jeopardizes the soundness and

structural integrity of the property, such that additional inspections and/or

repairs are necessary.”

In Mortgagee Letter 2005-ML-48 the following clarifications are shown:

Repair Requirements

Examples of minor property conditions that no longer require automatic repair for existing

properties include, but are not limited to:

* Missing handrails

* Cracked or damaged exit doors that are otherwise operable

* Cracked window glass

* Defective paint surfaces in homes constructed post 1978

* Minor plumbing leaks (such as leaky faucets)

* Defective floor finish or covering (worn through the finish, badly soiled

carpeting)

* Evidence of previous (non-active) Wood Destroying Insect/Organism

damage where there is no evidence of unrepaired structural damage

* Rotten or worn out counter tops

* Damaged plaster, sheetrock or other wall and ceiling materials in homes

constructed post- 1978

* Poor workmanship

* Trip hazards (cracked or partially heaving sidewalks, poorly installed

carpeting)

* Crawl space with debris and trash

* Lack of an all weather driveway surface

Examples of property conditions that may represent a risk to the health and

safety of the occupants or the soundness of the property for which FHA will

continue to require automatic repair for existing properties include, but are

not limited to:

* Inadequate access/egress from bedrooms to exterior of home

* Leaking or worn out roofs (if 3 or more layers of shingles on leaking or

worn out roof, all existing shingles must be removed before re-roofing)

* Evidence of structural problems (such as foundation damage caused by

excessive settlement)

* Defective paint surfaces in homes constructed pre-1978

* Defective exterior paint surfaces in home constructed post-1978 where the

finish is otherwise unprotected.

Inspection Requirements

FHA no longer mandates automatic inspections for the following items and/or

conditions in existing properties:

* Wood Destroying Insects/Organisms: inspection required only if evidence of

active infestation, mandated by the state or local jurisdiction, if customary to

area, or at lender’s discretion

* Well (individual water system): test or inspection required if mandated by

state or local jurisdiction; if there is knowledge that well water may be

contaminated; when the water supply relies upon a water purification system

due to presence of contaminants; or when there is evidence of:

1.Corrosion of pipes (plumbing)

2. Areas of intensive agriculture within 1/4 mile

3. Coal mining or gas drilling operations within 1/4 mile

4. Dump, junkyard, landfill, factory, gas station, or dry cleaning operation within

1/4 mile

5. Unusually objectionable taste, smell or appearance of well water

(superceding the guidance in Mortgagee Letter 95-34 that requires well

water testing in the absence of local or state regulations)

* Septic: test or inspection required only if evidence of system failure, if

mandated by state or local jurisdiction, if customary to the area, or at

lender’s discretion

* Flat and/or unobservable roof

Two years ago, a 4 years old boy accidentally shot and killed himself with a gun that is owned by his father. The accident happened in his home in Baton Rouge, Louisiana. Until now, the case has not been settled yet.

In that case, his father did not realize that his gun could kill his boy. This accident is only one example of safety hazards that may persist in your home.

Many parents may do not realize about this hazard. They do not take enough care against safety hazards that may exist in their homes. What they can do is only to regret on what was happened. Of course it is too late and painful.

So, as a parent you must always be careful against safety hazards, which may harm your whole family members. Knowing precisely about them is a half-battle.

That’s why I write this article. It is to help you identify top ten safety hazards at home. You may find them all in your home. But, some of you may not. It is unique for each home.

Top 10 Safety Hazards at Home

You will be able to clearly see most of safety hazards below. But, there is one safety hazard that you cannot see, smell and taste.

I will list the invisible hazard first in order to get more attention from you since you will never know about its existence at all. Except, you use a detector.

  1. Carbon monoxide hazard. It is a toxic gas. People call it as silent killer since this gas is colorless, odorless and tasteless. You cannot use your sense to detect this gas. Detection can only be done by a carbon monoxide detector. Make sure that you have already had them installed in your home.
  2. Gun in the house. In the opening paragraph I already show a sad story related to danger of gun. If you have one in your home, make sure that your children are hindered to play it. Only you can use it.
  3. Slippery floor. Immediately dry up water and liquid spilled on the floor. Children under five years’ old and old parents may easily fall down and get injured. Watch your bathroom floor too since generally it is slippery.
  4. Sharp edge. I did not remember how many times my head got injured due to sharp edge especially at table edge. Installing table guard could be a great protection against this hazard.
  5. Fire hazard. Be careful with this hazard. You can easily find many sources of fire in your home; fireplace, gas stove, cigarette, candles including grills. Furthermore, fire hazard generates other hazards such as carbon monoxide poisoning.
  6. Small parts. Toy parts, needle, small magnet and any other small parts should be kept away from young children under five years’ old. Those things can be easily swallowed accidentally.
  7. Furniture tip-over. According to Consumer Product Safety Commission, between year 2000 to 2011 there were 105 fatalities involving furniture falling. This statistic should make you more careful about this kind of hazard.
  8. Electric hazards. AC outlet without plug, outlets close to water, defective electric wires and damage sockets are examples of electric hazards that are commonly found at home.
  9. Falling from height. Use ladder correctly when you try to repair something on the roof. And never used damage ladder to climb up. Falling from height may cause you injured and death. Never force yourself to climb up if you are unsure. Let the work done by experienced serviceman.
  10. Chemical hazards. Mosquito repellent, cleaning chemicals, plastic ware containing BPA and pesticides contain hazardous chemicals as their ingredients. Use those products as recommended by the manufacturers and keep out of reach of children.

Conclusion

Never think that you will only focus on those above safety hazards at home. Perhaps, there are still many other hazards at home. Always watch around your home.

And what you need to do is keeping out them from your whole family and if it is possible educates your family about those hazards since education is the best approach to protect your family from them.

Drillers are pretty much the 2nd-in-command and assistant of the oil rig manager. Technically, a roughneck/roustabout is a laborer. On the other hand, how many laborers earn $50,000 per year for just 6 months of work every year? Unlike a normal laborer, who never gets the chance to work his way up to manager level, a roughneck with the proper attitude has a reasonable chance to become a manager on an oil rig. Of course, first he has to work his way through derrickman and driller.

This is not the only way to get an offshore drilling job. If you have some useful trade, like a cook or medic, this will be a good choice regardless of your offshore oil rig experience. You get the same generous living conditions of the drill crew, and better salary than a comparable job on dry land.

Just because it is an offshore oil rig does not mean it does not need office staff. No matter where you go, you can’t escape paperwork. You’ll still find your paper pushers. Except that on the oil rig they are called tool pushers. They work in the rig offices and rig floors.

You also have the mechanical department and electrical department. The mechanical department hires motormen, mechanics and maintenance supervisors who are responsible for all mechanical operations. The electrical department includes jobs like electrician, electronics technician and maintenance supervisors who repair and look after of all the electrical equipment.

An offshore drilling job is a very lucrative career. As you can see, you do not need drilling experience to get hired on an offshore oil rig. And now that you know there are companies other than Shell hiring people, you have many ways to get in on the action. You can get in as part of the drill crew, or as a tradesman.
